Prominent among them is former military officer turned career politician Mohammad Baqer Qalibaf. Qalibaf, who had failed to win several previous national elections,<span id='alefba-footnote-1-2039' class='alefba-footnote-margin-adjust'><\/span><span class='alefba-footnote'><a href='https:\/\/resanegar.com\/en\/mohammad-saeed-ahadian-the-majlis-the-media-and-the-qalibaf-connection\/#alefba-footnote-bottom-1-2039' title='Qalibaf has run for president three times to date. In the 2005 campaign, he stood as a candidate from the Resistance Front of Islamic Iran. This political party was founded by Mohsen Rezaei, a fellow ex\u2013IRGC commander who has been secretary of the Expediency Council (EC) since 1997. Qalibaf placed fourth in the first round of voting and did not advance to the runoff, which was won by Mahmoud Ahmadinejad. In 2013, Qalibaf ran again, this time as an independent. He placed second, but well behind the winner, Hassan Rouhani. He also ran in 2017 but dropped out of the race four days before the election. He endorsed Ebrahim Raisi, who was later appointed head of the Iranian judiciary.'><sup>1<\/sup><\/a><\/span> this time was the top vote-getter among the 30 candidates elected to parliament from the capital district. Having won his seat with almost 1.3 million votes, he was elected Majles speaker by an overwhelming margin.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Qalibaf\u2019s military and political careers are filled with incidents of corruption,<span id='alefba-footnote-2-2039' class='alefba-footnote-margin-adjust'><\/span><span class='alefba-footnote'><a href='https:\/\/resanegar.com\/en\/mohammad-saeed-ahadian-the-majlis-the-media-and-the-qalibaf-connection\/#alefba-footnote-bottom-2-2039' title=' During the 2017 campaign debates, it emerged that Qalibaf had used \u201c&lt;a aria-label=&quot;dirty money (opens in a new tab)&quot; class=&quot;ek-link&quot; rel=&quot;noreferrer noopener&quot; href=&quot;https:\/\/www.zeitoons.com\/29740&quot; target=&quot;_blank&quot;&gt;dirty money&lt;\/a&gt;\u201d to fund his 2005 presidential campaign.'><sup>2<\/sup><\/a><\/span> abusing his offices to <a aria-label=\" (opens in a new tab)\" class=\"ek-link\" rel=\"noreferrer noopener\" href=\"https:\/\/tehranbureau.com\/former-tehran-mayor-qalibafs-international-business-network\/\" target=\"_blank\">benefit himself <\/a>and his close network of family members, friends, and associates. As the mayor of Tehran (<a aria-label=\" (opens in a new tab)\" class=\"ek-link\" rel=\"noreferrer noopener\" href=\"https:\/\/images.hamshahrionline.ir\/hamnews\/1384\/840628\/news\/shari.htm#s9177\" target=\"_blank\">2005<\/a>\u2013<a aria-label=\" (opens in a new tab)\" class=\"ek-link\" rel=\"noreferrer noopener\" href=\"https:\/\/www.fardanews.com\/fa\/news\/714913\/%D9%82%D8%A7%D9%84%DB%8C%D8%A8%D8%A7%D9%81-%D8%AF%D8%B1-%D8%B1%D9%88%D8%B2-%D8%AA%D9%88%D9%84%D8%AF%D8%B4-%DA%A9%D9%84%DB%8C%D8%AF-%D8%A8%D9%87%D8%B4%D8%AA-%D8%B1%D8%A7-%D8%AA%D8%AD%D9%88%DB%8C%D9%84-%D8%AF%D8%A7%D8%AF\" target=\"_blank\">17<\/a>), Qalibaf\u2019s personal network benefited from his steering of major contracts.<span id='alefba-footnote-3-2039' class='alefba-footnote-margin-adjust'><\/span><span class='alefba-footnote'><a href='https:\/\/resanegar.com\/en\/mohammad-saeed-ahadian-the-majlis-the-media-and-the-qalibaf-connection\/#alefba-footnote-bottom-3-2039' title='In 2013, for instance, Qalibaf awarded Khatam al-Anbia Headquarters, the IRGC engineering and construction conglomerate, an exclusive four-year $6.06 billion urban development contract in Tehran, bypassing public procurement procedures. Qalibaf had served as Khatam-al Anbia\u2019s managing director for several years in the mid-1990s.'><sup>3<\/sup><\/a><\/span>\n\n\n\n<p class=\"wp-block-paragraph\">Qalibaf has proven adept at forging alliances to advance his agenda. It came as no surprise that, after becoming Majles speaker in May of last year, he quickly began appointing friends and confederates to prominent positions in parliament. One of these appointees is close ally Mohammad Saeed Ahadian.<strong> <\/strong>Ahadian, who is related by marriage to Ayatollah Ali Khamenei\u2014he is the nephew of the supreme leader\u2019s wife, Mansoureh Khojasteh Baqerzadeh\u2014has capitalized on his connections to both of these Islamic Republic icons.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ahadian benefited from the <a href=\"https:\/\/tehranbureau.com\/khameneis-relative-profited-from-newspaper-takeover\/\" target=\"_blank\" aria-label=\" (opens in a new tab)\" rel=\"noreferrer noopener\" class=\"ek-link\">forced takeover <\/a>of the formerly reformist <em>Khorasan<\/em> newspaper, where he has served as editor-in-chief for over a decade and a half. <a href=\"https:\/\/www.alef.ir\/news\/3990318116.html\" target=\"_blank\" aria-label=\" (opens in a new tab)\" rel=\"noreferrer noopener\" class=\"ek-link\">Khamenei appointed <\/a>him to the Khorasan Artistic and Cultural Institute board of trustees, which was founded in 2004 (Persian year 1383) and holds the <em>Khorasan<\/em> newspaper publishing license.\u00a0<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ahadian ran for the Majles in 2019, <a aria-label=\" (opens in a new tab)\" class=\"ek-link\" rel=\"noreferrer noopener\" href=\"https:\/\/www.isna.ir\/news\/98091107360\/%D8%AB%D8%A8%D8%AA-%D9%86%D8%A7%D9%85-%DB%8C%DA%A9-%D9%81%D8%B9%D8%A7%D9%84-%D8%B1%D8%B3%D8%A7%D9%86%D9%87-%D8%A7%DB%8C-%D8%B7%D8%B1%D9%81%D8%AF%D8%A7%D8%B1-%D9%82%D8%A7%D9%84%DB%8C%D8%A8%D8%A7%D9%81-%D8%AF%D8%B1-%D8%A7%D9%86%D8%AA%D8%AE%D8%A7%D8%A8%D8%A7%D8%AA-%D9%85%D8%AC%D9%84%D8%B3\" target=\"_blank\">describing himself as<\/a> a principlist closely aligned with the \u201cneo-principlists and Qalibaf.\u201d Qalibaf first used the term \u201cneo-principlism\u201d in an <a aria-label=\" (opens in a new tab)\" class=\"ek-link\" rel=\"noreferrer noopener\" href=\"https:\/\/www.tasnimnews.com\/fa\/news\/1396\/04\/31\/1470913\/%D9%86%D8%A7%D9%85%D9%87-%D9%85%D8%AD%D9%85%D8%AF%D8%A8%D8%A7%D9%82%D8%B1-%D9%82%D8%A7%D9%84%DB%8C%D8%A8%D8%A7%D9%81-%D8%AF%D8%B1%D8%A8%D8%A7%D8%B1%D9%87-%D9%86%D9%88%D8%A7%D8%B5%D9%88%D9%84%DA%AF%D8%B1%D8%A7%DB%8C%DB%8C-%D8%AA%D8%BA%DB%8C%DB%8C%D8%B1-%D8%A7%D8%B3%D8%A7%D8%B3%DB%8C-%D9%86%DB%8C%D8%A7%D8%B2-%D8%A7%D8%B3%D8%AA\" target=\"_blank\">open letter<\/a> he released that year following Hassan Rouhani\u2019s reelection. In the letter, he stated that conventional principlism must change in order to ensure future victories for Iran\u2019s hardliners. One of Qalibaf\u2019s political <a aria-label=\" (opens in a new tab)\" class=\"ek-link\" rel=\"noreferrer noopener\" href=\"https:\/\/www.borna.news\/%D8%A8%D8%AE%D8%B4-%D8%B3%DB%8C%D8%A7%D8%B3%DB%8C-%D8%A7%D9%82%D8%AA%D8%B5%D8%A7%D8%AF%DB%8C-3\/589914-%D9%81%D9%82%D8%B7-%D8%A8%D8%A7-%D9%85%D8%A7-%D8%A8%D8%A7%D8%B4-%D8%A8%D9%87-%D9%85%D8%A7-%D8%B1%D8%A7%DB%8C-%D8%A8%D8%AF%D9%87\" target=\"_blank\">adversaries<\/a> defined neo-principlism as a crude attempt to \u201cgather supporters regardless of their beliefs and lifestyle\u2014i.e., live however you want to live as long as you are with us and vote for us.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While Ahadian failed to win a Majles seat, this did not signal the end of his parliamentary dreams. Within a week of becoming a Majles speaker, Qalibaf appointed Ahadian as his political and media assistant.\u00a0<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ahadian\u2019s new job <a aria-label=\" (opens in a new tab)\" class=\"ek-link\" href=\"https:\/\/www.tasnimnews.com\/fa\/news\/1399\/03\/18\/2281307\/%D8%A7%D8%AD%D8%AF%DB%8C%D8%A7%D9%86-%D8%AF%D8%B3%D8%AA%DB%8C%D8%A7%D8%B1-%D8%B3%DB%8C%D8%A7%D8%B3%DB%8C-%D9%88-%D8%B1%D8%B3%D8%A7%D9%86%D9%87-%D8%A7%DB%8C-%D9%82%D8%A7%D9%84%DB%8C%D8%A8%D8%A7%D9%81-%D8%B4%D8%AF\" target=\"_blank\" rel=\"noreferrer noopener\">entails <\/a>\u201cestablishing suitable connections with the country\u2019s media,\u201d \u201ccoordinating and facilitating media opportunities for lawmakers so they can raise awareness and discuss the Majles\u2019s service plan\/approach,\u201d and \u201claying the social and media foundation for the participation of academic and seminary elites
