{"id":3290,"date":"2026-08-19T21:03:23","date_gmt":"2026-08-20T04:03:23","guid":{"rendered":"https:\/\/tehranbureau.com\/?p=3290"},"modified":"2026-08-19T21:03:23","modified_gmt":"2026-08-20T04:03:23","slug":"how-to-start-a-charity-and-dodge-taxes-iran-style","status":"publish","type":"post","link":"https:\/\/resanegar.com\/en\/how-to-start-a-charity-and-dodge-taxes-iran-style\/","title":{"rendered":"How to Start a Charity (and Dodge Taxes), Iran-Style"},"content":{"rendered":"\n<p class=\"has-central-palette-1-color has-text-color has-medium-font-size wp-block-paragraph\"><em>Conflicts of interest, nepotism, and preferential treatment pervade charity ownership among Iran\u2019s ruling elite<\/em><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For members of Iran\u2019s political-business elite, owning a foundation is a prerequisite that\u2019s become virtually automatic. Aside from making regime grandees appear altruistic, it entitles them to government grants, tax and financial reporting exemptions, and the opportunity to pay lucrative salaries to their family members.\u00a0<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">All but one of the prominent regime figures whose networks we outlined in our <a href=\"https:\/\/tehranbureau.com\/issue\/political-business-empires\/\">Political Business Empires<\/a> issue are involved in small charities. These men\u2013and they are all men\u2013either directly hold executive-level positions in the organizations or are linked to them through family members. For example, three members of former conservative MP <a href=\"https:\/\/tehranbureau.com\/ali-motaharis-double-edged-sword\/\">Ali Motahari\u2019s family<\/a> manage one charity, Bonyad Motahari.\u00a0<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Although powerful men on both sides of the political spectrum own charities, the data suggests that the number of charities they\u2019re involved in is proportional to their proximity to the supreme leader. In other words, the higher up you are in the Islamic Republic\u2019s pecking order, the more charities you\u2019re likely to own or control. Islamic Revolutionary Guard Corps founder and Expediency Council head <a href=\"https:\/\/tehranbureau.com\/irgc-founder-rezaei-grips-irans-executive-branch\/\">Mohsen Rezaei<\/a> is on the board of seven small charities including the Sobh Qarib Iranian Foundation, which <a href=\"https:\/\/tehranbureau.com\/bankers-basijis-and-pasta-producers-the-many-faces-of-an-irgc-linked-ngo\/\">operates in Iraq<\/a> as well as Iran, and brings together a group of IRGC officers and right-wing clerics.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Like larger <a href=\"https:\/\/tehranbureau.com\/doublethink\/report\/bonyad-findings\/\">bonyads<\/a>, small charities are exempt from financial reporting obligations but receive preferential access to government grants. With the exception of established family-owned organizations like Bonyad Motahari, publicly available information on the small charities we mapped is limited. Most provide only a vague description of activities in their articles of incorporation, which they are required to submit as part of their registration. Some, such as the Ahmad Rezaei charity set up by Rezaei in 2017, lack even this basic description.\u00a0<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">So what\u2019s involved in getting a charity off the ground in a country where\u2013as the<a href=\"https:\/\/www.doingbusiness.org\/content\/dam\/doingBusiness\/country\/i\/iran\/IRN.pdf\"> Doing Business 2020 Index<\/a> puts it\u2013starting a business takes 72 days on average? Here is our take on the step-by-step breakdown of how it all works, which we base on recent examples:<\/p>\n\n\n\n<ol class=\"wp-block-list\"><li><strong>Be someone powerful<\/strong><\/li><\/ol>\n\n\n\n<p class=\"wp-block-paragraph\">Earlier this year, politically influential businessman <a href=\"https:\/\/tehranbureau.com\/habibollah-bourbours-sons-in-law-and-yes-men\">Habibollah Bourbour<\/a> joined up with Mahmoud Lolachian, a member of Supreme Leader Ali Khamenei\u2019s family. Bourbour already presides over at least four other foundations, whose declared activities range from general charitable work to providing sex education and promoting family values. Together, Bourbour and Lolachian founded the Rahmat-e Vase\u2019eh Bonyad. The charity aims to help the impoverished and \u201cpromote donations,\u201d according to its articles of incorporation. A description of the intended recipients of the donations is not provided. This type of vague language is often found in the articles of incorporation of small charities.\u00a0<\/p>\n\n\n\n<ol class=\"wp-block-list\" start=\"2\"><li><strong>Team up with a Khamenei<\/strong><\/li><\/ol>\n\n\n\n<p class=\"wp-block-paragraph\">Lolachian is the father-in-law of Khamenei\u2019s youngest son, Meysam Khamenei. Including the charity he co-founded with Bourbour, he is a board member of seven charities: Rahmat-e Vase\u2019eh Bonyad, Enfaq Sols Charity, Imam Sadeq Charity and Welfare Bonyad, Fajr Clothing Bonyad, the Association of Charities Building Mosques, the Association of Charities Supporting the Expansion of Seminaries, and the Association of Astan and Dar-al Hadith Charities.\u00a0\u00a0<\/p>\n\n\n\n<ol class=\"wp-block-list\" start=\"3\"><li><strong>Wait for a funding opportunity (or a subliminal message in one of the supreme leader\u2019s speeches)<\/strong><\/li><\/ol>\n\n\n\n<p class=\"wp-block-paragraph\">Bourbour told <a href=\"https:\/\/www.farsnews.ir\/news\/13990202000292\/%D8%A8%D9%86%DB%8C%D8%A7%D8%AF-%D8%AE%DB%8C%D8%B1%DB%8C%D9%87-%D8%B1%D8%AD%D9%85%D8%AA-%D9%88%D8%A7%D8%B3%D8%B9%D9%87-%D8%A8%D8%B1%D8%A7%DB%8C-%DA%A9%D9%85%DA%A9-%D8%A8%D9%87-%D8%AE%D8%A7%D9%86%D9%88%D8%A7%D8%AF%D9%87%E2%80%8C%D9%87%D8%A7%DB%8C-%D8%A2%D8%B3%DB%8C%D8%A8-%D8%AF%DB%8C%D8%AF%D9%87-%D8%A7%D8%B2-%DA%A9%D8%B1%D9%88%D9%86%D8%A7\">Fars News<\/a> the impetus for starting Rahmat-e Vase\u2019eh Bonyad came from Khamenei himself. In <a href=\"https:\/\/www.leader.ir\/fa\/content\/24413\/%D8%B3%D8%AE%D9%86%D8%B1%D8%A7%D9%86%DB%8C-%D8%B2%D9%86%D8%AF%D9%87-%D9%88-%D8%AA%D9%84%D9%88%DB%8C%D8%B2%DB%8C%D9%88%D9%86%DB%8C-%D8%A8%D9%87-%D9%85%D9%86%D8%A7%D8%B3%D8%A8%D8%AA-%D9%86%DB%8C%D9%85%D9%87-%D8%B4%D8%B9%D8%A8%D8%A7%D9%86\">remarks<\/a> he made on April 9, the supreme leader urged non-government actors to aid the country\u2019s recovery from the impact of the COVID-19 pandemic.\u00a0<\/p>\n\n\n\n<ol class=\"wp-block-list\" start=\"4\"><li><strong>Be a member of the regulatory council that issues the permit<\/strong><\/li><\/ol>\n\n\n\n<p class=\"wp-block-paragraph\">On <a href=\"https:\/\/www.farsnews.ir\/news\/13990202000292\/%D8%A8%D9%86%DB%8C%D8%A7%D8%AF-%D8%AE%DB%8C%D8%B1%DB%8C%D9%87-%D8%B1%D8%AD%D9%85%D8%AA-%D9%88%D8%A7%D8%B3%D8%B9%D9%87-%D8%A8%D8%B1%D8%A7%DB%8C-%DA%A9%D9%85%DA%A9-%D8%A8%D9%87-%D8%AE%D8%A7%D9%86%D9%88%D8%A7%D8%AF%D9%87%E2%80%8C%D9%87%D8%A7%DB%8C-%D8%A2%D8%B3%DB%8C%D8%A8-%D8%AF%DB%8C%D8%AF%D9%87-%D8%A7%D8%B2-%DA%A9%D8%B1%D9%88%D9%86%D8%A7\">April 18<\/a>, Bourbour et al. submitted a request to the Interior Ministry\u2019s Social Council, of which Bourbour himself had conveniently been a member <a href=\"https:\/\/ana.press\/fa\/news\/14\/267239\/%D8%AD%D8%A8%DB%8C%D8%A8%E2%80%8C%D8%A7%D9%84%D9%84%D9%87-%D8%A8%D9%88%D8%B1%D8%A8%D9%88%D8%B1-%D8%B9%D8%B6%D9%88-%D8%B4%D9%88%D8%B1%D8%A7%DB%8C-%D8%A7%D8%AC%D8%AA%D9%85%D8%A7%D8%B9%DB%8C-%D9%88%D8%B2%D8%A7%D8%B1%D8%AA-%DA%A9%D8%B4%D9%88%D8%B1-%D8%B4%D8%AF\">in
