Our previous investigation of<a href=\"https:\/\/tehranbureau.com\/the-quds-force-in-white-collars\/\"> Soleimani\u2019s business network<\/a> reveals that he and his comrades\u00a0were sly businessmen who used their power and connections to found private business ventures subsidized by the civilian government.\u00a0<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Here is a detailed overview of Resalat and Eqtesad Novin banks, the financial institutions behind one of Iran\u2019s most secretive business networks.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Resalat Bank<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Resalat Bank specializes in interest-free loans, or Qardh al-Hassan funds. Its charter allows it to create branches and conduct business abroad, and to accept representatives internationally. It continues to receive lucrative contracts involving bonyads and IRGC-affiliated entities.\u00a0\u00a0<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The bank has strong ownership links to Mola al-Movahedin Charity (MMC). Following the easing of Western sanctions on Iran in 2016, the bank was briefly in <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2015-06-02\/americans-scour-tehran-for-cheap-assets-as-iranians-open-doors\">negotiations<\/a> to set up a 25 million euro mutual fund with German banks. At the time, nonperforming loans comprised 16\u201317 percent of the bank\u2019s assets, according to a 2016 investor handbook from Arqaam Capital, a Dutch consultancy.\u00a0<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The bank is a limited liability partnership (LLP) owned by Stratus Holding.\u00a0<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Stratus Holding and the Sadr Hasheminejads<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">The Sadr Hasheminejad family is an influential family who control <a href=\"https:\/\/web.archive.org\/web\/20200705104917\/http:\/\/www.stratusgc.com\/Fa_pages_details.aspx?srid=0f648588-2fbc-4519-85a7-76d1f3085ece\">Stratus Holding<\/a>. This holding has several subsidiaries, including EN Bank, Iran Construction Investment Co., and Aluminum Pars Hanza. Stratus Holding has offices in Iraq, Iraqi Kurdistan, Turkey (Stratus International Contracting Insaat ve Taahhut Anonim Sirketi, aka \u201cStratus Turkey\u201d), Kazakhstan, Kyrgyzstan, Venezuela, and Pakistan, and has carried out <a href=\"https:\/\/donya-e-eqtesad.com\/%D8%A8%D8%AE%D8%B4-%D9%88%DB%8C%DA%98%D9%87-%D9%86%D8%A7%D9%85%D9%87-63\/3290979-%D8%A7%D8%B3%D8%AA%D8%B1%D8%A7%D8%AA%D9%88%D8%B3-%D8%AF%D8%A7%D8%B1%D8%A7%DB%8C-%D9%BE%D8%B1%D8%AA%D9%81%D9%88%DB%8C-%D9%85%D8%AA%D9%86%D9%88%D8%B9-%D8%A7%D8%B1%D8%B2%D8%B4%D9%85%D9%86%D8%AF-%D8%A7%D8%B3%D9%81%D9%86%D8%AF\">projects<\/a> in these countries as well as in Yemen, Djibouti, Singapore, Bangladesh, India, Afghanistan, Qatar, United Arab Emirates, Saudi Arabia, Kuwait, Lebanon, Syria, Armenia, Turkmenistan, Azerbaijan, Uzbekistan, Tajikistan, Malaysia, Indonesia, Libya, Sudan, C\u00f4te d\u2019Ivoire, Ethiopia, South Africa, Mali, Algeria, and Benin.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Sister companies with Quds Force links<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">EN Bank is linked to the Quds Force via its sister company Iran Construction Investment Co. The company <a href=\"https:\/\/www.icic.ir\/Page\/kdico\">controls<\/a> Kerman Province Development and Improvement Co., which owns shares in a company called <a href=\"https:\/\/goftareno.ir\/fa\/news\/34149\/%D9%85%D8%B9%D8%B1%D9%81%DB%8C-%D8%B4%D8%B1%DA%A9%D8%AA%E2%80%8C%D9%87%D8%A7%DB%8C-%D8%B2%DB%8C%D8%B1-%D9%85%D8%AC%D9%85%D9%88%D8%B9%D9%87-%D9%85%D9%88%D8%B3%D8%B3%D9%87-%D9%85%D9%88%D9%84%DB%8C%E2%80%8C%D8%A7%D9%84%D9%85%D9%88%D8%AD%D8%AF%DB%8C%D9%86-%D9%81%DB%8C%D9%84%D9%85\">Aryan Mahtab Gostar<\/a>. Mola al Movahedin Charity (MMC) has a 52 percent stake in Aryan Mahtab Gostar, which produces 4.5 percent of Iran\u2019s electricity.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">EN Bank is also linked to the Quds Force via another sister company,\u00a0<a href=\"http:\/\/web.archive.org\/web\/20200705104917\/http:\/\/www.stratusgc.com\/Fa_pages_details.aspx?srid=0f648588-2fbc-4519-85a7-76d1f3085ece\" target=\"_blank\" rel=\"noreferrer noopener\">Aluminum Pars Hanza<\/a>. At one time, Mohammad Sadr Hasheminejad and\u00a0Fadaei Fathabadi both served on the board of the company. While Fadaei Fathabadi is no longer on the board, MMC is still involved with the company via Kerman Development Organization and Omran Alavi Mahan
