Unlike other bonyads, which were founded as a consequence of the 1979 Revolution, AQR\u2019s institutional history dates back to the Qajar period, when it functioned as a <em>waqf <\/em>managing religious donations to the Mashhad shrine.<span id='alefba-footnote-1-6013' class='alefba-footnote-margin-adjust'><\/span><span class='alefba-footnote'><a href='https:\/\/resanegar.com\/en\/the-unholy-business-empire-of-astan-quds-razavi\/#alefba-footnote-bottom-1-6013' title='Ali A. Saeidi (2004), \u201cThe Accountability of Para-governmental Organizations (Bonyads): The Case of Iranian Foundations,\u201d Iranian Studies, 37:3, 479\u201398, DOI: 10.1080\/0021086042000287541.'><sup>1<\/sup><\/a><\/span> AQR\u2019s influence grew alongside the shrine\u2019s popularity. As one of the most important Shia monuments in Iran, it drew over 34 million pilgrims last year.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">After the Revolution, AQR competed with other bonyads to swallow up controlling shares of lucrative industries. Though it behaved like a bonyad in the sense that it was a predatory parastatal conglomerate overseen by the Office of the Supreme Leader (Beyt-e Rahbari), it had a separate legal structure.<span id='alefba-footnote-2-6013' class='alefba-footnote-margin-adjust'><\/span><span class='alefba-footnote'><a href='https:\/\/resanegar.com\/en\/the-unholy-business-empire-of-astan-quds-razavi\/#alefba-footnote-bottom-2-6013' title='Astan Quds Razavi is legally defined as a \u201cpublic benefit\u201d (\u0639\u0627\u0645 \u0627\u0644\u0645\u0646\u0641\u0639\u0647) institution, according to a 1989 regulation.'><sup>2<\/sup><\/a><\/span> Today, AQR owns one in ten acres of land in Khorasan Razavi Province. The REO controls six major holdings in the following sectors:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Construction and Civil Engineering<\/li><li>Health and Medicine<\/li><li>Financial Support and Services<\/li><li>Agriculture, Animal Husbandry, and Conversion industries<\/li><li>Energy<\/li><li>Real Estate<\/li><\/ul>\n\n\n\n<div class=\"flourish-embed flourish-hierarchy\" data-src=\"visualisation\/7001728\"><script src=\"https:\/\/public.flourish.studio\/resources\/embed.js\"><\/script><\/div>\n\n\n\n<h3 class=\"wp-block-heading\">Largest Landowner in the Middle East<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\"><em>One in ten acres of land in Khorasan Razavi Province is owned by AQR. <\/em>In Khorasan Razavi alone, REO controls 262,000 acres of land. In the past 15 years, AQR has expanded its traditional sphere of influence. As of 2005, it was active in only three cities, including Mashhad. Today, AQR owns property in at least 8 provinces and 13 cities, including Tehran:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Mashhad:\u00a0Districts 1 and 2<\/li><li>Sarakhsh\u00a0<\/li><li>Isfahan Province<\/li><li>Fars Province<\/li><li>Qouchan: Faruj country and Shirvan city\u00a0<\/li><li>Guilan Province<\/li><li>Kashmar : Khalilabad city and Bardaskan city<\/li><li>Torbat Heydariyeh\u00a0<\/li><li>Dargaz\u00a0<\/li><li>Fariman: Torbat Jam and Taybad cities<\/li><li>Esfarayen: Bojnord and Jajarm cities<\/li><li>Golestan Province<\/li><li>Mazandaran Province<\/li><li>Neyshabur: Sabzevar city\u00a0<\/li><li>Tehran: Concrete factory in Varamin, two 350 square meter offices in Tehran<\/li><li>Yazd Province<\/li><li>Kerman Province<\/li><li>Semnan Province: Damghan city<\/li><li>Chenaran City\u00a0<\/li><\/ul>\n\n\n\n<h3 class=\"wp-block-heading\">$230 Million of State Debt<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">The exact size of AQR\u2019s multi-billion-dollar empire is shrouded in opacity, as is the case with all major bonyads. In the most recent government budget from this year, the Iranian state acknowledges a debt of approximately $230 million to AQR. That\u2019s roughly equivalent to the starting share capital of Iran\u2019s largest bank. (Eghtesad Novin, Iran\u2019s largest bank in terms of clients, was founded in 2004 with 2 trillion IRR, or $200 million at the time.) As with other major bonyads, whose combined annual national budget lines well exceed Iran\u2019s GDP, we use this figure to illustrate the scale to which the government is financially beholden to AQR while the latter remains unregulated and unaccountable to state institutions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>AQR\u2019s Sources of Income:\u00a0<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Direct donations to the Razavi Shrine\u00a0<\/li><li>Museums\u2014the Razavi Shrine includes several museums that display priceless Qurans, carpets, rugs, textiles, clocks, stamps, paper money and coins, medals, paintings, shells, and dishes<\/li><li>Endowments in the form of factories, companies, and real estate\u00a0<\/li><li>Renting out endowed properties, stores, shopping malls, etc.<\/li><li>Companies operated by REO<\/li><li>Millions of dollars received from the government<\/li><li>Religious tax (Khoms and Zakkat)<\/li><li>Hotels and motels for pilgrims visiting the shrine.\u00a0<\/li><li>Imam Reza Stadium (the sixth largest stadium in Iran)\u00a0<\/li><li>Several bazaars, including the famous Imam Reza bazaar in Mashhad<\/li><\/ul>\n\n\n\n<h3 class=\"wp-block-heading\">AQR and the Supreme Leader<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">AQR enjoys tax-exempt status, which means not even the government is allowed to access its financial records. The bonyad\u2019s sole overseer is Beyt-e Rahbari. Public records reveal that Mofid Rahbar, the Beyt-e Rahbari accounting firm, oversees the books of 28 AQR subsidiaries. Aside from his stint as custodian of AQR, president-elect Ebrahim Raisi was also a trustee of Execution of Imam Khomeini\u2019s Order (EIKO), another major bonyad overseen exclusively by Beyt-e Rahbari. Appointed by Khamenei, Raisi also previously served as a <a href=\"http:\/\/irna.ir\/news\/84343036\/%D8%AF%D8%B1%D8%A8%D8%A7%D8%B1%D9%87-%D8%AD%D8%AC%D8%AA-%D8%A7%D9%84%D8%A7%D8%B3%D9%84%D8%A7%D9%85-%D8%B3%DB%8C%D8%AF%D8%A7%D8%A8%D8%B1%D8%A7%D9%87%DB%8C%D9%85-%D8%B1%DB%8C%DB%8C%D8%B3%DB%8C\">trustee of AQR <\/a>for ten years.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Raisi headed AQR from 2016 until 2019, when he was appointed chief of Iran\u2019s judiciary. This was a short stint compared to that of his predecessor, Ayatollah Abbas Vaez Tabbasi, under whose 35-year patronage the organization grew from a small charitable foundation into a predatory conglomerate. Raisi is the son-in-law of cleric Ahmad Alamolhoda, a Mashhad Friday prayer leader and Assembly of Experts representative closely linked to AQR. A politician and board member of one of its companies is linked to a recent scandal involving toxic pharmaceuticals. Raisi himself was accused of misusing AQR resources to fund his 2017 presidential campaign. As AQR custodian, Raisi also denied the bonyad\u2019s documented ownership links to a subsidiary responsible for environmental degradation.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Campaign Financing<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Raisi ran unsuccessfully for president in the 2017 election, when he came in second behind incumbent Hassan Rouhani. In 2019, high-ranking officials at Iran\u2019s Food and Drug Administration were accused of negligently licensing a hypertension-treating drug deemed carcinogenic by international watchdogs. The FDA\u2019s director, Mohammad Reza Shahenaz, is linked to several bonyad-linked drug companies, which is a clear conflict of interest. <a href=\"https:\/\/www.rrk.ir\/News\/ShowNews.aspx?Code=14775255\" target=\"_blank\" rel=\"noreferrer noopener\">He is on the board of the Astan Quds Razavi\u2013owned Samen Pharmaceutical company<\/a>.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Mashhad Monopolies<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Aside from being the largest landowner and operating key infrastructure and power lines, AQR controls pivotal public services in Razavi Khorasan Province.<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>FINANCE:<\/strong> AQR announced plans last year to create an interest-free loans bank, or <em>qard al-hassan<\/em>.
