But a closer look at the companies and individuals who benefit from these sales raises the concern that, as in many other global examples of virus-related bailouts, the bulk of the raised funds will be funneled toward the bank accounts of majority shareholders and executives, and not to the overloaded health institutions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Yet it was the government-announced plans to privatize state-owned consortia like Social Security Investment Co., or Shasta, to pay for Coronavirus-related expenses that appears to have boosted trading. The TSE\u2019s main index of shares shot up to over one million points May 9, a first in the bourse\u2019s 32-year history, garnering international attention.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As Bloomberg News noted on May 12, the gains were \u201cmainly in industrial, petrochemical and mineral stocks,\u201d and include \u201cMobarakeh Steel Co., Persian Gulf Petrochemical Industrial Co. and National Iranian Copper Industries Co.\u201d Two of these three companies, as well as many others owned by Shasta, are co-owned by the IRGC, the armed forces, as well as major bonyads. These organizations, untaxed and unaccountable to the government, stand to pocket the majority of profits from Shasta\u2019s privatization.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Shasta a.k.a. Social Security Investment Co. (SSIC) a.k.a. Tamin Investment Fund has a stake in 36 of Iran\u2019s <a href=\"https:\/\/tehranbureau.com\/doublethink\/how-private-is-irans-private-sector\/\">top 100<\/a> companies, as well as 27 of Iran\u2019s top 59 oil companies. It is government-owned, but also co-owns companies along with the Armed Forces, Sepah Cooperative Foundation and <a href=\"https:\/\/tehranbureau.com\/doublethink\/report\/a-look-inside-eiko-khameneis-most-secretive-bonyad\/\">EIKO<\/a>, among other <a href=\"https:\/\/tehranbureau.com\/doublethink\/report\/bonyad-findings\/\">bonyads<\/a>. As such, it is a vehicle for corruption in its own right; a significant link in the chain of complex ownership structures that keeps money flowing from public coffers into the private hands of regime affiliates.\u00a0<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Powerful people linked to Shasta include IRGC founder <a href=\"https:\/\/tehranbureau.com\/doublethink\/businesse\/irgc-founder-rezaei-grips-irans-executive-branch\/\">Mohsen Rezaei<\/a>, reformist MP <a href=\"https:\/\/tehranbureau.com\/doublethink\/businesse\/the-immense-web-of-gholamreza-tajgardoon\/\">Gholamreza Tajgardoon<\/a>, and the Shiraz-based <a href=\"https:\/\/tehranbureau.com\/doublethink\/businesse\/the-dastgheib-clan-the-demolition-of-cultural-heritage-in-shiraz\/\">Dastgheib<\/a> clan. All have business interests in Shasta through family networks.\u00a0<\/p>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"aligncenter size-full\"><img decoding=\"async\" src=\"https:\/\/tehranbureau.com\/wp-content\/uploads\/2020\/05\/b1e1bab6709b4b66a56a138b5a7e8188_18.jpg\" alt=\"Iranian sanitary workers disinfect Qom''s Masumeh shrine to prevent the spread of the coronavirus COVID19\" class=\"wp-image-1369\"><figcaption>Iranian sanitary workers disinfect Qom\u201ds Masumeh shrine to prevent the spread of COVID19 [Mehdi Marizad\/Fars News\/AFP]<\/figcaption><\/figure>\n<\/div>\n\n\n<h2 class=\"wp-block-heading\">Other activities Linked to Shasta:<\/h2>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Financing Iran\u2019s Paramilitary<\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Many of Shasta\u2019s subsidiaries are co-owned by the IRGC. For example, Shasta owns a 6 percent stake in Persian Gulf Petrochemical Industrial Co. via its subsidiary, Tamin Oil &amp; Gas Investment. The U.S. Treasury <a href=\"https:\/\/tehranbureau.com\/doublethink\/irans-petroleum-investment-company-hides-its-subsidiaries-in-an-apparent-attempt-to-evade-sanctions\/\">sanctioned PGPIC<\/a> last June for its business ties to the IRGC and its Khatam al-Anbia conglomerate. Another company whose shares have experienced record yields since the privatization, Mobarakeh Steel Co., is co-owned by Sepah Cooperative Foundation.\u00a0<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Sanctions Evasion\u00a0<\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Shasta owns a share in two <a href=\"https:\/\/tehranbureau.com\/doublethink\/where-did-irans-disappeared-oil-companies-go\/\">disappeared oil companies<\/a> whose public records may have been obscured by the government to evade sanctions: Kharg Petrochemical Company and Petrochemical Industries Investment Company.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Having a Direct Line to Ali Khamenei\u2019s Office<\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Shasta owns 10 companies audited by the Supreme Leader\u2019s <a href=\"https:\/\/tehranbureau.com\/doublethink\/inside-the-supreme-leaders-accounting-firm\/\">official accountant<\/a>. Our previous research <a href=\"https:\/\/tehranbureau.com\/doublethink\/how-private-is-irans-private-sector\/\">showed<\/a> that several bonyads, including Mostazafan Foundation (BM), own small stakes in subsidiaries owned by the Shasta holding. The fact that Shasta companies are audited by an accountancy that only services organizations that fall under the Supreme Leader\u2019s official purview, such as BM and its subsidiaries, suggests that regime-linked actors exert financial control over companies in which they own even a small percentage.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Controlling the Iranian Web<\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Shasta owns Raham Datak Data Transfer Network, an ISP provider owned by Pars Giti Ertebat Co. This consortium is responsible for most <a href=\"https:\/\/tehranbureau.com\/doublethink\/who-controls-the-iranian-web\/\">ISP services in Iran<\/a>, and consists of 11 companies that offer high-speed Internet (PAP). The consortium includes companies owned by Sepah Cooperative Foundation and EIKO.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\"
